I was just informed that the Jewish Heritage Center at Netanya Academic College made a new website with a database of Rishonim and academic research on the Yerushalmi. The database is free to use, but you need to register in order to use it. The link is below.

The database contains various seforim who quote the Yerushalmi and can be searched in a variety of ways.
